Es una de las voces contemporáneas más autorizadas en la temática del nazismo, es profesor especializado en historia moderna europea y alemana y doctor por la Universidad de California, Berkeley. Su libro más reciente es Stranded in the Present: Modern Time and the Melancholy of History (2004). Entre sus otras publicaciones figuran: Rehearsals for Fascism: Populism and Political Mobilization in Weimar Germany (1990); A Nation of Fliers: German Aviation and the Popular Imagination (1992); Reading Berlin 1900 (1996). Junto a Charles C. Stewart, ha editado Imagining the Twentieth Century (1997).
